Company / Role Overview
A global organisation is seeking an experienced Program Manager to take ownership of complex technology transformation initiatives across infrastructure, cloud, hosting and enterprise technology services. Operating within a highly matrixed environment, the role requires someone who can quickly establish control over programmes, independently identify risks and delivery gaps, coordinate multiple technical and business stakeholders, and drive execution without requiring extensive direction. This is a hands-on senior leadership role suited to a pragmatic technology programme leader who combines strong delivery discipline with sufficient technical depth to challenge solutions, vendors and engineering teams, while building trust across multiple business functions.

Key Responsibilities

  • Own complex, multi-workstream technology programmes end-to-end, from problem definition and business case through solutioning, planning, implementation, operational handover and benefits realisation.
  • Establish programme control across milestones, dependencies, risks, issues, resources, budgets and delivery priorities, ensuring leadership has clear and timely visibility of programme health.
  • Lead and orchestrate Project Managers, architects, engineers, technical SMEs, vendors and business stakeholders, ensuring individual workstreams operate as one integrated programme.
  • Partner with infrastructure and technology teams across cloud, server hosting, networks, security, applications and service operations to challenge solutions and resolve delivery constraints.
  • Navigate competing stakeholder priorities across multiple business lines, proactively driving decisions, escalations and executive alignment rather than relying on formal authority.
  • Identify opportunities to improve architecture, vendor models, delivery approaches and operating processes to reduce cost, improve resilience and increase service effectiveness.

Job Requirements

  • Significant experience leading complex enterprise technology programmes, with clear evidence of personally owning programme outcomes rather than operating solely through PMO reporting or governance.
  • Strong practical knowledge of enterprise infrastructure, particularly cloud environments such as AWS, server and hosting platforms, networks, security, service transition and the dependencies between infrastructure and applications.
  • Demonstrated ability to manage several interconnected workstreams simultaneously and maintain detailed command of milestones, critical dependencies, risks, issues and near-term delivery priorities.
  • Proven experience leading multidisciplinary teams comprising Project Managers, engineers, architects, technical SMEs and external vendors in matrix organisations.
  • Strong stakeholder leadership, including the ability to challenge difficult senior stakeholders, resolve contradictory requirements and influence decisions without relying on hierarchy.
  • Evidence of recovering troubled programmes, diagnosing root causes and translating complex situations into clear actions, ownership and measurable outcomes.
  • Strong commercial judgement, including budgeting, vendor management, cost optimisation and the ability to challenge unnecessary expenditure or inefficient technical solutions.
  • Working knowledge of the complete technology delivery lifecycle, including requirements, architecture, design, build, testing, migration, cutover, service transition and operational handover.
  • Pragmatic command of programme governance and delivery methodologies; frameworks should support execution rather than become the focus of the role.
  • Adaptable, resilient and willing to operate at different altitudes — from executive discussions to detailed delivery reviews — while knowing when to step back and empower technical teams.
  • Comfortable entering an environment where processes and delivery maturity may still be evolving, and able to establish structure without creating unnecessary bureaucracy.
  • Relevant programme, project or service-management certifications are advantageous but secondary to demonstrated execution capability.
